Installing or replacing a sump pump in Michigan: what the rules and the weather say

Short answer

A sump pump installation in Michigan is plumbing work, so it carries plumbing license and permit rules, and where the water goes is set by city ordinance and EGLE guidance, not one state rule. The State Police say basement flooding comes more often from pumps failing in power outages than from sewer backups. Our estimate for the job is $840 to $2,625 per pump, installed, a model and not a quote.

What a sump pump install covers

A sump pump sits in a pit set into the basement floor and moves groundwater out through a discharge pipe before it reaches the floor. An installation can mean a new pit, a pump and check valve, a discharge line and a cover. University of Minnesota Extension, an out-of-state land-grant source, says a sump should have an airtight cover because an open pit lets moist air and soil gases into the house.

The Michigan State Police mitigation brochure says basement flooding occurs more often from sump pumps failing in power outages than from sewer water backing up. A new pump on household power alone does not change that, so ask what the plan is when the power goes.

What sump pump work costs in Michigan: estimates, not quotes

Our estimate for a sump pump installation in Michigan is $840 to $2,625 per pump, installed, a model and not a quote. It takes three published national ranges, adjusted by Michigan's construction laborer wage ratio (1.05), and no Michigan quotes have been collected. The rows below are one wage and some city permit lines, which vary by city and fiscal year.

How we estimate costs: the Estimated range row is a model, not a quote. It takes three published national ranges for this job (cost guides from third-party sites that we have not verified and do not cite) and multiplies them by Michigan's construction laborer median wage ratio to the US (1.05, BLS 2025 data read through O*NET OnLine). No permit fee is added: the city permit rows below are shown as printed. The wage and permit rows are what workers are paid and what a city's own schedule charges, and neither is a price. Your soil, water and the repair method move a real quote well outside any range, so get an independent diagnosis first. We have not collected quotes, and we found no Michigan foundation company that publishes a price we could count. Full method. Prices as of Oct 19, 2026.

Ask what failed before you buy a new pump

A company that sells pumps will often propose a pump. Before you agree, ask what failed: the pump, the float, the check valve, the power, or a discharge line that is blocked or frozen. A pump that never starts and one that runs but moves little water are different problems.

If water comes in because grade and gutters send it toward the wall, a pump treats the symptom. University of Minnesota Extension says to fix interior moisture, grading, gutters and downspouts first, since these may solve the problem, and add drainage only after. The National Weather Service says to make sure the pump works and consider a backup. The Michigan Seller Disclosure form asks sellers about the sump pump and evidence of water in the basement or crawl space.

Who may install a sump pump

Michigan requires a plumbing license for plumbing work (MCL 339.6107), and a homeowner may do their own in their own home with a permit. Warren, Livonia and Grand Rapids all treat sumps as plumbing items, but no statute names sumps, so calling a sump installation plumbing follows city practice and is our inference. Confirm with LARA.

A waterproofing contractor holding only a maintenance and alteration license is not a plumber, and the builder-license exemption for a licensed plumbing contractor covers plumbing work only. So the person who sets the pump and pipe may not be the company on your contract. Ask who holds the plumbing license and get the number. The license checking guide shows how to look it up.

Where the water may go, city by city

EGLE's residential sump pump guidance (January 2022) calls discharge to the ground, where it can soak in, the preferred method, without erosion or ponding on neighbors. A storm sewer connection needs permission from the owner or operator of that sewer, and floor drain discharges are not authorized.

Local rules are firmer. Midland has made it illegal since 1987 to connect a footing drain to the sanitary sewer, and other cities bar sump water from it as well; there is no statewide ban. Westland requires the discharge line to end in a storm structure or dry well on the property, with an engineering permit for a storm connection. Livonia's waterproofing checklist requires the discharge to go to the storm sewer through an enclosed system or an approved ditch, swale or drywell, with an engineering permit and bond for right-of-way or storm connections. Sterling Heights engineering standards, which we read as a summary, expect a 3-inch outlet connected to a storm sewer.

Grand Rapids has paid up to $4,500 for footing drain disconnections, and Detroit runs a Basement Backup Protection Program in selected neighborhoods; both come from summaries, so confirm with the city.

Insurance after a failure

Michigan's insurance regulator says flood damage is typically not covered without flood insurance and that water and sewer back-up is not automatically covered under a homeowners policy. It adds that a failing sump pump or sewer back-up may be covered, so ask your agent before damage, and describe the loss as water damage when you report one.

When a sump problem is an emergency

Call right away
  • Water is rising in the pit and the pump will not run.
  • Water is already on the basement floor during a storm.
  • Water is near the electrical panel or outlets: stay out of it and shut off power only if you can do so safely from a dry spot.
Can usually wait for a normal appointment
  • A pump that is loud but still empties the pit.
  • A discharge line that needs rerouting, in dry weather.

What to check before you call about a sump pump

  1. Check the plug and the outlet. A tripped breaker looks like a dead pump.
  2. Pour a bucket of water slowly into the pit and watch whether the pump starts and the level drops.
  3. Look at where the discharge pipe ends outside; a blocked or frozen pipe will keep a good pump running with nowhere to send the water.

Permits and licensing for sump work

Warren, Westland, Sterling Heights, Dearborn and Grand Rapids print sump lines on their plumbing fee schedules, and Livonia requires a plumbing permit with basement waterproofing. Whether a pump-only swap needs a permit is a local matter; ask your building department.

Ask for the contractor's license number and check it with your state licensing agency before you sign anything.

Questions people ask

How much does it cost to add a sump pump to a house in Michigan?

Our estimate for adding a sump pump in Michigan is $840 to $2,625 per pump, installed, built from national published ranges and adjusted for Michigan wages. We have collected no Michigan quotes. The table shows permit lines such as Warren $25, Westland $20 and Grand Rapids $5. Ask for a written price that names the pump, check valve, discharge work and permit.

Is a sump pump a red flag when buying a house?

Not by itself, since the National Weather Service recommends having a working one and a backup. The Michigan Seller Disclosure form asks sellers about the sump pump and evidence of water in the basement, so ask for those answers.

Where can a sump pump discharge in Michigan?

EGLE prefers discharge to the ground where it can soak in, without erosion or ponding on neighbors, and a storm sewer connection needs permission from its owner. Local ordinances differ, and Midland has barred sanitary connections since 1987.

Does a sump pump installation need a permit in Michigan?

Several cities print sump lines on plumbing fee schedules, including Warren, Westland, Sterling Heights, Dearborn and Grand Rapids. A pump-only swap is a local question.

Does homeowners insurance cover a sump pump failure?

Not automatically; the regulator says water and sewer back-up is not automatically covered, and flood needs a separate policy. A failing sump pump may be covered, so ask your agent before damage.
